POSITION SUMMARY
A balance of strategic perspective and tactical (hands-on) focus are requisite for success in this position, working in a highly matrixed environment. The incumbent must recognize, understand and address the critical business and market dynamics – developing a human resources strategy to address both long and short term challenges for Bon Secours Hampton Roads System that is in alignment with the Bon Secours Virginia and Bon Secours Health System Office's human resources strategic plans. This will require an operations orientation, committing time to all the facilities to best understand customers' needs and how to effectively compete in the market. This orientation is also required to drive results and measure the success of the new programs, with the aim to grow the Hampton Roads system. In short, the VP HR will provide human resources leadership, vision, inspiration and direction.
The position leads in development and/or implementation of human resource policies, programs and services, including labor relations, retention, legal and regulatory compliance, employee relations, employment practices and procedures, organizational development, leadership development and employee engagement. Within a matrixed operating environment, recruitment, selection, employee benefit and compensation programs are designed and supported by Bon Secours Virginia and/or the Health System Office human resources "centers of excellence" teams, and implemented at the local system level.
Across all facilities, the incumbent will be an internal consultant to the leadership team on human resource and general business that affect organizational performance and business relationships and as such, the incumbent will partner closely with the executive leadership team in the Hampton Roads system and with the HR leadership the Health System Office, thus underscoring the need for a leader who thrives as a skilled operator in a complex, matrix environment.
Professional credibility is paramount in this role; the incumbent will be a leader in employee, nursing, physician, and patient satisfaction/engagement, and further, will take a leadership role in planning for clinical transformation (ConnectCare), including the upcoming implementation of electronic medical records. To this end, the incumbent will immediately be involved with workforce planning strategies aimed at meeting the challenges of clinical transformation, using many of the "best practices" developed by BSV.
The incumbent selects, develops, mentors and manages the Bon Secours Hampton Roads human resources team as an effective and responsive internal consulting group – with a penchant for employee responsiveness. This position will collaborate with leaders and staff across BSV to foster a workplace environment consistent with the mission and the values of Bon Secours Health System and Sponsors.
REPORTING RELATIONSHIPS
The incumbent reports directly to the SVP-HR of Bon Secours Virginia; moreover, the incumbent has a dual reporting relationship to the CEO – Bon Secours Hampton Roads System. Further, the incumbent works closely with the local system executive team, including the Senior Vice President Sponsorship. Further, the incumbent works collegially and collaboratively with HR leaders at the Health System Office.
MAJOR DUTIES AND RESPONSIBILITIES

The duties and responsibilities of the position are to be carried out in a manner that is consistent with the mission, values and operating principles of Bon Secours, and in-line with the organization's Code of Conduct.

• Plans, develops, organizes implements, directs, and evaluates the BSHR Human Resource function and performance. Provides technical advice and knowledge to others within the human resources function.
• Participates, as a strategic business partner, in developing the organizations' business and strategic plans and programs through contributing the perspective of the people impact. Translates the strategic and tactical business plans into human resource strategic and operational plans.
• Develops and implements staffing strategies and programs to identify talent, within and outside the organization, which support the staffing needs of BSHR. Develops and implements talent management programs to allow the organization to embrace diversity and permit the full development, performance, and engagement of all employees. Coordinates HR programs for retention and succession planning for key contributor and management positions. Develops, applies, and fosters the recruitment and retention practices that are recognized as best-in-class across BSHSI.
• Collaborates, as an HR leader within BSHSI as well as Bon Secours Hampton Roads, in designing system-wide HR strategies, shares best practices, and ensures BSHSI is successful in accomplishing the SQP through fostering a world-class workforce.
• Coordinates, within the BSHSI framework, progressive and proactive compensation and benefit programs to provide motivation, incentives and rewards for effective performance and to provide programs that promote an employee and organizational partnership for the short and long-range health and welfare of BSHR employees. Continually assess the competitiveness of all programs and practices against relevant comparable companies, industries, and markets.
• Develops, implements, and supports human resource policies and programs for the effective management of the people resources of the organization by way of systems and processes that improve the overall operation and effectiveness of BSHR.
• Advises management to ensure company compliance with all federal, state and local laws, and regulatory agencies related to employee benefits, compensation, employment and training. Remains current with changes in human resource and employment law and manage organizational relationships with regulatory agencies. Ensures HR record keeping meets regulatory standards.
• Communicates BSHSI and Bon Secours Hampton Roads human resources policies, strategies, and organization wide human resources initiatives to Bon Secours Hampton Roads operating managers and holds them accountable for implementation.
• Works closely with the CEO of Bon Secours Hampton Roads on major elements of the system's strategy and operations; keeps the Bon Secours Hampton Roads CEO closely informed on performance improvement issues with human resources elements.
• Leads efforts to improve productivity and efficiency throughout Bon Secours Hampton Roads by applying human resources best practices.
• Provides human resources leadership in developing ongoing processes and systems that result in documented improvements in clinical and service outcomes throughout Bon Secours Hampton Roads.
• Reviews the organizational structure with the CEO and the Management team and makes recommendations for change to promote effective and efficient operations.
• Makes regular reports to the SVP of HR and the CEO of BSHR regarding human resources as it relates to the Mission, philosophy, corporate objectives, quality, effectiveness and efficiency, and identifies areas of strength and opportunities for improvement.
EDUCATION AND EXPERIENCE
Required Qualifications
• A Master's degree in Human Resources, Business Administration or similar course of study required from an accredited university or college (years of demonstrated and relevant experience may substitute for the Master's degree at the discretion of BSHSI).
• Seven (7) years experience working in a leadership/senior management capacity of increasing responsibility, either a large hospital or multi-facility healthcare organization.
• Demonstrated work history of advancing human resources practices as a business partner to executive management in a complex and/or matrix operating environment.
• Career track record as a human resources leader in organizations that are market leaders, known for the highest standards of clinical care, and have a reputation for superb relations with its physicians, nurses and employees.
Preferred Qualifications
• Previous experience working with faith-based, multi-state health system.
• Human resources professional certifications.
• Experience leading clinical transformation, Magnet and/or other key change programs.

GOALS AND EXPECTATIONS
Within the first 12 to 18 months the incumbent will meet the following goals and objectives:
1. Continue integration with BSV Human Resources (Second phase) and move to a shared services model.
2. Organize the HR Department in a manner that best reflects excellence in responsiveness to the employees of the organization.
3. Lead efforts around clinical transformation, implementation of electronic medical records, Magnet Journey, work force planning and labor relations.
4. Focus on engagement; linkages with physicians, employees and patients; be the employer of choice.
5. Design and implement programs to attract and retain new grad nurses; eliminate agency spend
6. Focus on the link between improving on-boarding and reducing turnover.
COMPLIANCE
In accordance with federal, state and local laws, certain physical skills are required for all positions with the HSO, including but not limited to: repetitive motions (typing), sitting, lifting up to twenty (20) pounds (luggage, laptop, files, etc.), ability to view electronic monitors at close distance, and frequent walking.

WORKING CONDITIONS
This is an exempt position requiring hours of work that extend beyond the traditional work hours, including evenings and weekends. Travel is required. There is relocation assistance offered with this position.
